124 Students and Teachers at Ninoy Aquino Foundation College were stranded at Cebu City. The Agency that handled their Educational Trip whom they had paid Seven Hundred Fifty Thousand (750,000.00) failed to pay their Hotel and their Transportation Ticket for Trans Asia via Cagayan de Oro City, these students were barred by Tran Asia to board in their ship, at 10:00 O’clock  in the evening on January 31, 2011, they were housed at NCMF-Visayas Office, early in the morning of February 1, 2011, NCMF-Visayas coordinated with Cebu City Government to arrange for their transportation home, MR. HENRY TOMALCDAB, Administrative of Officer of Mayor MICHAEL L. RAMA, and GEORGE CHU, President of Cebu City Down Town Revitalization Projectand the NCMF STAFF talk with Juicy Tadlip, Agency Manager and a member of CebuInterfaith 


Sector to help NCMF-Visayas get 124 ticket. Ninoy Aquino Foundation college President put-up 70,000.00 pesos and the remaining balance were paid by the City Government, and also the City give Five Thousand (5,000.00) pesos to for the student expenses from CDO to Marawi City, it also provided tow (2) Executive Bus that transported the students and teachers from the NCMF Office to Pier 4 of Cebu City.




January 11, 2011, Acting Regional Director Malo B. Manonggiring in coordination with the City Government of Cebu and the Philippine National Police, conducted a Meeting of Cebu Muslim Religious  and Community Leaders. The meeting was held at Cebu Business Hotel to forged mutual understanding and cooperation between the City Government of Cebu, the Philippine National Police, and the National Commission on Muslim Filipinos for Visayas on the presevation of Peace and Order, and the Economic Upleftment of the Muslim Communities of Cebu City. In this meeting Mayor Michael L. Rama assured NCMF-Visayas, the Muslim Religious and Community Leaders of Cebu for his contineous support for the Colon Night Market to give Muslim 

Traders an avenue for business in the city; he also pledge  to help in the development of Muslim Day Care Centers through 


Honorable Vice Mayor Joy Young in cooperation with DepEd Azatids; on the other hand the Muslim Religious and Community Leaders pledged their support to NCMF-Visayas, the City Goventment of Cebu and the Philippine National Police to provide One Hundred Fifty (150)Peace Advocates that will augment security for the forthcoming SINULOG 2011.







Personnel Audit Team of the National Commission on Muslim Filipinos Central Office arrive at NCMF-Visayas on January 28, 2011, headed by Ating Chief, HRMO, MR. ALEJANDRO “Toto” DEROn, and Acting Chief, GSD, MR. ALMOJEN PANDAPATAN. They were meet by Acting Regional Director MALO B. MANONGGIRING and the NCMF STAFF, they arrived when the Office was about to be transferred from the POPULATION COMMISSION OFFICE at Banilad to 116-3 4th Floor, GTC Building, Borromeo Street, Cebu City. This Audit Teams had inspected and browsed the Property and Pesonnel files and records of NCMF-Visayas. They had maped up all and manualy inspected  the properties such as Office Equipments wihich include all michanical and electronic devices, and office funitures such as tables and chairsand filing cabinets of the Regional Office.



National Commission on Muslim Filipinos in coordination with the City Government of Cebu and the Philippine National Police joined each other in providing security to the Sinulog Parade. The Muslim Communities of Cebu gave One Hundred Fifty (150)Peace Advocate Volunteers which were divided into Ten (10) Goups, each group has a Team Leader from the NCMF Employees, each Team also will coordinate with the PNP assigned in their area of assignment. To identify them they were given ID duly signed by Acting Regional Director Malo B. Manonggiring, PSSUPT Melvin Ramon “Omar” Buenafe, City Police Director, and Mayor Michael “Mike” Rama of Cebu City, which they wear at all time during the Sinulog. NCMF-Visayas put-up an ASSISTANCE 



CENTER with our Medical Teams at the junction of the Land Bank of the Philippines, P. Del Rosario Branch, Cebu City. This assistance center serve as the COMAND CENTER of the Peace Advocate Volunteers, NCMF-Visayas provide foods and snacks and cellular phone loads to all Team Leaders so that they can provide information to the command center any developments and events in their area.





The 1st National Ulama Consultative Conference was conducted by NCMF Central Office in coordination with NCMF-Visayas on February 8-10, 2011 at Cebu Midtown Hotel. The Theme of the Conference is: “The Ulama as a Unifying Force and Agents of Social Change”. Before the opening of the program on February 7, 2011, at 10:00 O’clock Monday morning a Press Conference was held at the GIO 7 FUROM  at the Philippine Information Agency Office at 3rd Floor Body Tone Building, Gorordo Avenue, Cebu City. Acting Regional Director Molo B. Manonggiring, Commissioner SolaimanMutia, and Director Kim Edres were present during the Press Conference.  They explained to the public the mandate of the NCMF, it functions and operational programs, and its structure under RA 9997, and how it differ with the defunct OFFICE ON MUSLIM AFFAIRS. The following day February 8, 2011 was the opening program of the conference; registration and be-letting of participants took place; NCMF-Visayas Personnel and Staff do the dirty jobs for the NCMF Central, Hon. BaiOmera D. Dianalan-Lucman, 


Secretary/CEO of the Commission gave her Openning Remarks, Commissioner Moner M. Bajunaid explain the new mandate of NCMF under RA 9997. Commissioner Solaiman C. Mutia introduce the Key Note Speaker, Hon. Mayor Michael “Mike” L. Rama of Cebu City, Mayor Rama delivers his Key Note Message, he thanked NCMF for choosing Cebu City the site of the conference, and proudly express that Cebu City is the center of interfaith sector of the Philippines and that Muslim Community

Secretary Lucman presented a Certificate of Appreciation to Mayor Mike Rama. Other present guest present were PCSUPT AGER POBLADOR ONTOG, Regional 

Director, Philippine National Police Regional Office  7 & PSSUPT MELVIN RAMON “OMAR” BUENAFE, City Director, PNP Cebu City. Then the Ulama were asked to air their pre conference expectations, they all had perceived that the government had confidence in them to be an active partner in the pursuit or quest of a lasting peace and order in the Autonomous Region of Muslim Mindanao and the country in general. 

The manifestation is the appointment of Ulama Commissioner in the National Commission on Muslim Filipinos. They all believed that the conference is a beginning active participation of the Ulama in the major decision making of the country in the pursuit of political, economic, social, educational and peace and order specially those that concern Muslim of this country. After hearing the expectations of the Ulama, Acting Regional Director Malo B. 


Manonggiring announced the House Rules of the Conference, then the Ulama were served with their dinner, and were ordered to rest during the night for them to prepare for tomorrow’s activities. The Emcee of the 1st day conference was Director Tahir S. Lidasan, Jr., of the Bureau of External Relations of the NCMF.

The following day, February 9, 2011 was the conference proper, it was opened by an invocation by Aleem Said Ahmad Basher, Chairman of the Imam Council of the Philippines; followed by an overview of the conference presented by the Honorable 

Commissioner Edilwasif T. Baddiri, the Youth Representative to the Commission; then selected Ulama representative give their expectations to the conference, they reiterated their previous expectations,  after that Director Tahir S> Lidasan of the Bureau of External Relation moderated the Open Forum and he divided the wokshop group into three for the morning: The first Group talked the issue on Moon-sighting and Reproductive Health, Director Laman Piang was their Resource person that guide their descusion; the second group talked the issue on the Philippine Halal Scheme and  the Philippine Madrasah Education, Commissioner Moner Bajunaid was their resource person; and finally group three took the issue on Peace Building in Mindanao and Re-establishment of Zakat and Awqaaf as a Tool for Poverty Alleviation, their resouirce person was Commissioner Sharief Jul-Asri Abirin; at 12:00 O’clok noon they took their lunch break and Duhor Prayer, then the resume the Workshop at 1:30 p.m. they have their coffee break and Asr Prayer at 3:00 p.m. to 4:00 p.m., then the groups presented their Workshop-outputs at 4:00 p.m. until 9:30 in the evening, Director Kim Edres of NCMF-NCR was their Emcee and moderator. The following day February 10, 2011, was the closing ceremony of the Consultative Conference, Aleem Usman Sheik Al-Aman President of the Philippine Ulama Congress lead the Invocation; 


Commissioner Aladin I. Ampatuan recapitulated the Consultative Conference; Commissioner Jul-Asri Abirin presented the Workshop-output and the Ulama Resolutions; then Commissioner Alladin I. 

Ampatuan introduce the guest of honor Sultan Tomas Dela-Rama Osmeña, then Honorable Osmeña gave his message where he promised to Honorable Omera D. Dianalan-Lucman that he will host the second Ulama Consultative Conference, after his speech he was presented with a memento by Secretary Lucman then they both distributed Certificate of Participation to the Ulama, then Honorable 





Commissioner Mufti Jaa’far gave his Closing Remarks, Aleem Mohammad Cana lead the Invocation, then a photo session fallowed which ended the conference.









Budget Preparation Cluster Meeting 2012 for NCMF Marawi, NCMF Cagayan, and NCMF-Visayas was held in NCMF-Visayas Office Attended by the Regional Directors, Administrative Officers, Budget Officers, Regional Accountants and Bookkeepers of the three Regional Offices. Executive Director Sitti Djalia Turabin-Hataman lectured on the highlights of the Budget Preparation, its issues, problems, prospects and its implications to NCMF and the Muslim society in general. She pointed out that the budget reflects the actual allocation of material and financial resources of an office in the implementation of its programs, projects and activities to achieve a calculated goals and objectives. She presented a structural diagram of the Halal Scheme as an illustration and example of on how budget preparation can affect the lives of the Muslim Filipinos, she focuses on the certain Key Performance Areas, such as Satisfaction of the Stake Holders, Internal Process/System of NCMF, its Financial Requirements/Budgetary Allocations/Fund Sourcing/Judicious Use of Resources, and NCMF Employee/Community/Leaders/Manager Growth and Development. After the lecture of the Executive Director, Bai Saida Uka Santiago give a lecture on the guidelines of the budget proposal preparation; she explained that the content of the budget 


proposal mus reflect the mandate of the NCMF, the strategic plan of the region must be doable and realistic, must be measurable, attainable and sustainable, so that the budget proposal is justifiable and realistic, she further elaborate that it must conform with the Medium Term Development Plan (MTPDP) 2011-2016 and the Millennium Development Goals (MDG) of the Philippines.






PCSUPT CEPRIANO E. QUEROL, JR. the present Regional Director of the Philippine National Police, Regional Office 6 was crowned Sultan of Panay on February 13, 2011 at Camp Martin Delgado, Ilo-ilo City, by the Royal Sultan of Masiu, his Highness Sultan Mayor Topaan Disumimba of Tanparan, Lanao Del Sur, the present Sultan of Masiu, and the Chairman of the Royal Sultanate of Lanao Del Sur. The Enthronement was attended by the Muslim Community Leaders of Region 6, including their Imams and Ulama, Acting Regional Director Malo B. Manonggiring of NCMF-Visayas, Undersecretary Rico Puno of the Department of Interior and Local Government, Cipriano brother Vidal E. Querol 


Philippine  Ambassador to Indonesia,  Mayor Jed Patrick E. Mabilog of Ilo-ilo City, all City Fiscals and Judges of Ilo-ilo City, City  Councilors and different Officials of Region 6 Government Agencies were also present.







The national Commission on Muslim Filipinos in coordination with the City Government of Cebu through the Cebu City Sport Commission conducted the CEBU MUSLIM COMMUNITIES SPORTFEST AND FAMILY DAY on February 24, 2011 at the Cebu City Sport Complex, fifteen  (15) Team of the Muslim Communities of Cebu participated the Sport Fest and Family day:

Early in the morning of February 12, 2011 the Muslim Community parade began at Seven (7:00 a.m.) O’clock in the morning, Acting Regional Director Malo B. Manonggiring headed the parade together with him were the NCMF-Visayas Staff and Employees followed by the fifteen (15) Muslim Community Teams along Cebu City Sport Center. It was opened by the lighting of the torch done by Acting Regional Director Malo B. Manonggiring followed by the community leaders, when the torch was lighted the Sportfest was officially declared open by Mayor Michael L. Rama of Cebu City.Afterwhich, there was a short program conducted by the NCMF officials before the contest proper was started. 
The Sports Commission initiated the different sports to be played by different teams. Each team participated on different sports, like badminton, Volley Ball, table tennis, cheese, scrabble, track and field, & parlor games.


NCMF-Visayas celebrated the its 1st Anniversary with three day program on March  8, 9, 10, 2011, the highlight of the program was: the first day was Kalilang in the morning of the different Muslim communities at the NCMF-Visayas Office, in the afternoon was   the Qur’an Audition for the forthcoming 36th Regional Qur’an Reciters Assembly, the winners were the following:

This winners will be the final representative of the Muslim communities to the Regional Qur’an Competition to be held tentatively on April 11, 2011 at the Sinulog Hall, 2nd Floor, Rizal Memorial Library, Fuente Osmeña, Cebu City. The 2nd day was Free Medical and Dental and Legal Assistance by the Medical Division under Dr. Macapagal Abdul and Dr. Michael P. Alix, and Atty Joyce E. Moran of the Legal Division. At lunch time Mayor Michael “Mike” L. Rama of Cebu City and Acting Regional Director Malo B. Manonggiring have their lunch with the Kalilang and Maranao Kasadoratan, and Lalakao sa Darangen serenade them and the Muslim Communities in attendance. They were served with the Pagana Maranao a special Maranao Dish of Lanao del Sur usually served to Members of the Royal Houses of the Panganponga Ranao. Mike Rama was so amused that he took the Debakan 
and join with the feast with the Maranao Onors on their Kalilang. The Mayor stayed at NCMF-Visayas for he conducted his usual Press Conference at the Office of Acting Regional Director Malo B. Manonggiring. The Following day, PCSUPT AGER POBLADOR ONTOG, JR. of the Philippine National Police, Regional Office 7,  Director Guillermo J. Matiling, Jr. of the National Intelligence Coordinating Agency 7 and Assistant Regional Director Elias F. Fernandez, Jr., CSEE of the Department of Interior and Local Government who represented Director Pedro A. Noval Jr.  of DILG 7 and presently the President of the Association of the Regional Executives of National Agencies (ARENA 7), they all give their commendation to NCMF-Visayas and pledge to support all NCMF-Visayas programs and activities and all of them urged the  Acting Regional Director Malo B. Manonggiring to actively work with them in the promotion of peace and order in the region, in response to the request of the representative of the different Guests, Director Manonggiring assured them of the unwavering support and comitment of NCMF-Visayas to the preservation of Peace and Order of the Region. 


Acting Regional Director Malo B. Manonggiring was invited as Guest Speaker to Monday Flag Ceremony & Parade of the Philippine National Police 7, at Cap Sergio Osmeña, Osmeña Boulevard, Cebu City on  March 14, 2011, Seven (7:00 a.m.) O’clock in the morning by PCSUPT AGER POBLADOR ONTOG, JR., Director Manonggiring highlighted in his speech and message to the PNP Men in Uniform the sensitiveness and the magnitude of their responsibility to the people and the government in general, he challenge them to bring back the respect and good image of the policemen and men in uniform  that was once given by the Filipino people to them. He awarded Medalya ng Parangal to two Policemen of Cebu City for their unselfish dedication to service by arresting two of the most wanted murder suspect of Cebu City; also he handed over Forty Thousand (40,000.00) each to two civilian who reported to the police the whereabouts of the two most wanted suspect of the region.
